These past few days, Phase III of the Wutong Street Intelligent Innovation Park is bustling with renovation work, preparing for the early occupancy of Sinboda Technology (Zhejiang) Co., Ltd. This company, engaged in the R&D, sales, and clinical application of life science instruments, medical devices, and “AI + Big Health” core technologies, not only possesses advanced core technologies but, more notably, its founding team is a “Ph.D. group” from the University of Cambridge.

Several years ago, the founders of Sinboda were studying abroad. A few doctoral students met and became friends at Cambridge. With dreams in their hearts, they often envisioned how they would start their own business.
“We were eager to return to China to start a business and serve our country through science and technology—using advanced technology to provide quality health services,” said Dr. Xiaohua Chen, founder and CEO of Sinboda. Last year, they began to put their dream into action, returning to China with their advanced core technologies.
Faced with such a high-level talent team, multiple cities extended olive branches, but ultimately, Sinboda accepted Tongxiang’s invitation. “This is a two-way pursuit,” Dr. Chen described it.
Last year, Sinboda secured exclusive investment from Zhejiang Puhua Tianqin Equity Investment Management Co., Ltd. Puhua has close cooperation with the Tongxiang government, and thus introduced Sinboda to Tongxiang’s city profile.

As the permanent host city of the World Internet Conference, Tongxiang has previously incubated teams of returnees from Harvard University and has accumulated experience in supporting high-tech sectors. Facing this newly returned, ambitious team, Tongxiang offered generous business settlement policies, talent policies, efficient administrative approvals, entrepreneurial guidance services, well-equipped office spaces, and talent apartments—helping the team integrate quickly into the domestic environment.
The local Wutong Street government took proactive measures, dispatching “investment promotion teams” multiple times to accompany Sinboda to Hangzhou for discussions with investors. When Sinboda’s laboratory construction required upgrades to fire safety standards, Wutong Street promptly coordinated with emergency response, fire services, and other departments to provide on-site inspections, handle procedures on behalf of the company, and complete the upgrades through a “green channel,” ensuring the laboratory was successfully established and addressing the company’s concerns. This “home away from home” experience solidified the “Ph.D. team’s” determination to settle in Tongxiang.

In August of last year, the Sinboda team officially registered the company in Tongxiang, and in Novemmatchber, it received case-by-case financial support from the Tongxiang government, putting development on the right track. “Starting and growing our business in Tongxiang, we feel happy and secure. We will surely repay the Tongxiang government’s support with our best achievements! We also hope that as we grow, we can bring the effect of an entire industrial and R&D cluster to Tongxiang,” said Dr. Chen.
